Goal: To continue testing 2-1 sequence that
      A) Puts bands and b at 4 GHz to satisfy a constraint 
         with RAEGSMAR due to a radar;

      B) puts bands c,d in a range [11456.4, 12480.4] covering 1024 MHz
         Bands c and d will be merged into one band during data analysis
 
      The experiment uses two modes: m18 and m20. Mode m20 has hifted 0.4 MHz
      down with respect to m18 mode.
