Goal: 
      To test a new sequence that
      a) starts with 4 GHz to satisfy a constraint with RAEGSMAR due to 
         a radar;
      b) puts bands b,c,d in a range [8512.4, 10560.4] covering 2048 MHz
         Bands b,c,d will be merged into one band during data analysis
 
      This experiment differs from y3087a by shifting band b by 448 MHz
      down to avoid the the frequency range: [9.380, 9.440] GHz affected
      by the aircraft SLR avoidance radar at GGAO.
