Problems:
- Not all baselines had a mean of the post-fit residuals that was close to zero. To correct this issue,
a baseline clock offset was added to the ISHIOKA:WETTZELL baseline, the baseline with the non-reference
stations. This fix was applied in nuSolve and is saved in the USNO version of the vgosDb, but the baseline
clock offset is ignored in the Solve based calculation which creates the record in the USNO EOPI file.
- There were S-band subambiguities on ISHIOKA baselines.
