Problems: The mean post-fit residuals of the three baselines were not close to zero, so a baseline clock offset was estimated for the baseline that didn't include the reference clock station. This corrected the issue. This fix was applied in nuSolve and is saved in the USNO version of the vgosDb, but the baseline clock offset is ignored in the Solve based calculation which creates the record in the USNO EOPI file.
