Other comments: 

  The session was correlated to add manual phase cal to SVETLOE.  This had the effect of
  improving some observations---for example, converting some H codes to numeric quality
  codes over 5.  But GSFC uses observations with H codes, so the solution already contained
  these (and other) observations, and no new observations were added to the GSFC solution.
  Therefore the wrapper file changed, but the GSFC solution itself did not change.
